Setting up a new university or establishing a branch campus of an overseas university in the UAE requires more than obtaining a licence. The institution needs a clear market position, the right academic programmes, a workable campus and operating model, and a financial plan that can support the project through its early years. Steps in Setting Up a New University or Branch Campus in the UAE

The exact route depends on the emirate, jurisdiction, type of institution and programmes proposed. A new university and a foreign university branch campus may also have different requirements. We therefore start by understanding the proposed institution, its academic objectives, target students, intended location and investment model before developing the setup plan.

Market Research and Feasibility Study

Before committing to a campus or beginning the approval process, it is important to establish whether there is sufficient demand for the proposed institution and its programmes. Our market research and education feasibility study examine the target student market, competing universities, tuition fees, programme demand and gaps in the market.

For a branch campus, we also look at how the parent university's reputation and existing programme strengths fit the UAE market. The objective is to identify which programmes have a realistic opportunity to attract students rather than simply reproducing the home-campus portfolio.

Entry Model and Positioning

An early decision is how the institution should enter the market. This may be through a new standalone university, a branch campus of an existing overseas university, or another structure permitted within the selected jurisdiction. The proposed model influences regulatory requirements, academic governance, branding, campus requirements and the financial plan.

Regulatory Pathway and Approvals

Higher education approval requirements in the UAE vary according to the emirate, jurisdiction and type of institution being established. The regulatory pathway therefore needs to be confirmed at the beginning of the project. Depending on the proposed setup, approvals may involve the relevant local education authority, licensing authority and federal higher-education accreditation requirements.

Olmec Education helps clients understand the applicable approval route, organise the required documentation and coordinate the different workstreams needed for the application. This reduces the risk of developing the academic plan, campus or financial model on assumptions that do not fit the selected regulatory route.

Academic Plan and Programme Portfolio

The academic plan is at the centre of a university setup. It needs to explain what the institution intends to teach, how the programmes will be delivered and how academic quality will be maintained. A university normally requires significant investment before reaching a stable level of enrolment. The financial plan therefore needs to reflect a realistic student ramp-up rather than assuming full capacity from the first year.

We develop projections covering tuition and other revenues, student enrolment, faculty and staff costs, campus costs, marketing, technology, operating expenditure and capital expenditure. The model can also assess cash requirements, break-even, investment returns and different enrolment or fee scenarios. This gives the investor or parent university a clearer view of the funding required and the time needed for the institution to become financially sustainable.

Operational and Pre-Opening Planning

Once the academic and regulatory framework is established, the project moves into implementation. This includes organisation structure, faculty and staff planning, policies and procedures, systems, student recruitment planning, marketing, admissions and the practical work required to prepare the institution for opening.

The timing of these activities needs to be linked to the approval process and the intended student intake. Recruiting too early increases pre-opening costs, while starting too late can affect academic readiness and student recruitment.
